Treasurer’s Report: Henkel - Report accepted as read.
Clerk Craft Report: Scutt - Diane Haddox is giving OWCP training on the 7th at 10:00 AM and the 8th at 7:30 and 10:00 PM. Agreement reached with Barb Kiehborth to return people’s pay who had medical documentation disapproved and money taken without letters of demand. CFS has been eliminated on Tour 2 without notifying the Union prior. Local conversions previously agreed to will be done. Stewards are sitting in on arbitration cases on a rotating basis. We need to protect our jobs. Members have responsibilities.
Executive V-P Report: Amos - Recruited several new stewards. Gave steward’s training last Tuesday, very helpful tool. Minutes can be reviewed on the website: wmal.org.
Maintenance Report: Myszka - Grievances filed on work not being performed. Need restaffing because of upcoming machinery moves. USPS wants to split P-1 from Main Office in local negotiations. Step 3 USPS designee not willing to negotiate, wants to send everything to arbitration.
MVS Report: Juczynski - Thanks for being sent to the MVS conference with Phil Maddox. The 70% conversion factor is a dividing factor across the country. It is being arbitrated. Two million dollars have been spent in the last 2 years to organize highway drivers with only 65 new members joining. If organized highway drivers strike, we must cross the picket lines of fellow APWU members.
AO Report: Glombowski - Thanks for being sent to the Educational Conference, attended arbitration class. In AOs postmasters are doing more and more work. Very little cooperation from POOM. Ronda Payne has been recertified as a steward in Allendale.
Donated leave program needs clarification for bargaining crafts. Members should not write statements for management against fellow members.
Legislative Report: Tubbs - Contact Senators and House Representatives and ask them to support our issues: S.R 71, H.R. 848 and H.R. 1073
President’s Report: Novakoski - Showed video on Lifecare, a benefit for postal employees that helps with all types of personal assistance: child care, elder care, adoption, counseling, and referral services. Lifecare was mandated by the 1998 contract. It is private and confidential. The Postal Service pays for this service. Contact Lifecare at www.dcclifecare.com or 1(800)873-4636 TDD 1(800)873-1322. Thanked Jennifer for helping Orv. Thanked Scutt for filling in on arbitration case. CFS is being eliminated on Tour 2. Meeting with postmaster on Wednesday about CFS and the job changes coming for Kentwood. Taken position that preference eligible employees may not be removed from their jobs; requested that all level 5 FSM clerks be returned to their positions with out of schedule pay. Level 5 clerks may not be used in level 4 jobs, and level 4s cannot be used in level 5s. We will be filing grievances on that. Greg Littell has volunteered to be on the Social and Rec committee. Need volunteers to be on the election committee. Let Ray know if you are interested.

Correspondence: Tubbs - Thank you letter was read from Center for Independent Living for the $100.00 donation for their third annual Midwinter Walk and Rollathon held 3/3/01.
Unfinished Business: Proposed Constitutional change on Article 5. Discussion. Call for the question by Rose Jerrils, Don Kramer. Carried. Proposed Constitutional Change defeated.

Motion to send Ray for one extra day to the Presidents’ Conference in Madison WI to include lost time, lodging, and per diem. Discussion. Carried.
Motion to send Steve Lang and Steve Karbotowski to Maintenance Craft Conference in Minneapolis May 31 to June 2 with transportation, lodging, per diem, registration, lost time, and applicable taxes. Discussion. Carried.
Motion that free jackets are to be given to only full dues paying bargaining unit members when they join the Union, retroactive back to the March 2001 meeting. Discussion. Carried.
Motion for the Local to offer to pay 1/2 cost of purchasing Union jackets for the current full dues paying members who joined during the period of time when the Local did buy jackets for new members. Discussion. Carried.
Motion to purchase new jackets locally from Union First using poplin material with the Local’s logo on the breast pocket. Discussion. Carried.
Motion to send Ray to Washington DC to receive casual grievance settlement, to include lost time, per diem, travel, lodging. Discussion. Call for question by Long, Scutt. Carried. Motion carried. Yes 23 out of 38 attending.
Motion to authorize Clerk Craft Director up to 16 LWOP for Union business. Discussion. Amendment by Kramer, Shari Sahara to authorize LWOP if Postal Service denies him the times he needs on the clock. Carried. Main motion carried.
Proposed Constitutional changes submitted: 2 on Article 7 and 2 on Article 9. Will be posted and voted on at June meeting.
Motion by Orv, Myszka to send Orv to arbitration training after the Maintenance Conference to include travel, lodging, per diem, registration, and applicable taxes. Discussion. Amended by Barb Wilson, Steve Austin to include lost time. Discussion. Carried. Main motion defeated. Yes -8. No - 11.
Motion by Austin, Scutt to extend the meeting until after the drawings. Carried.
Motion by Fletcher, Dick Page to donate $50.00 to the Mail Handler Union for their golf outing in August. Discussion. Defeated.
