New Business
Problems with steward’s release time as well as release of employees to see their steward. The union discussed issued with stewards release time on T-3 at the main office. Per a previous conversation with Rocco and the union both parties thought the issue was taken care of. Rocco stated he will be with Fred and address the issue.
Safety Issue with Tornado Alarm. Why was this not sounded for employees on 9-23-2006? Ronda stated that the alarm will only sound for a fire evacuation. Amy stated that employees should know this information. Ronda said she will speak with Bob Aguire. Rocco stated a service talk would be given to all employees.
Employees not being trained on all duties on their bid jobs. This is a problem in automation and the manual sections at the main office. This is causing problems for Holiday staffing and employees being bypassed for overtime opportunities. Amy addressed the issue about automation employees not being trained on the LMLM and Tabber. T-3 automation is bypassing listers because employees are not “trained” on these duties. This is also an issue in the manual section where employees are not trained on all their duties on their bids and other employees that are senior are being forced for holiday scheduling. Rocco stated he will address the MDO’s in automation and the manual section. Jennifer addressed junior employees at the stations and the fact they should be trained for the FSM 100. Amy and Rocco will follow up on this.
1723’s not being provided to the union in a timely manner. The union requests copies of 1723’s prior to the assignment and this is in accordance with the National Agreement.
There are staffing issues on the windows. Short clerks to assist customers and process passports. Pete stated that mgmt knows it is an issue and they are trying to rearrange scheduling on Saturdays. He further stated that he had spoke with Suzi Boyd about this issue and they are thinking about possibly changing the passport times on Saturdays. Pete will follow up with Jennifer.
The union would like to discuss the zone 3 and 7 jobs at the main office. This issue has already been resolved therefore is removed from discussion.
The union is requesting that management post a nixie job at the main office. There is obviously a need for the job as an employee that is not on light/limited duty is working nixies on a daily (8 hours) basis and some day’s overtime. The union discussed the fact that there is an employee that works on the nixie table 40 plus hours a week and has done so for well over a year. This employee is not on limited or light duty. This has proven to the union that a duty assignment is needed. Rocco stated he would look into it and follow up with Jennifer.
Management is continually utilizing level 5 automation clerks to perform level 6 Expeditor work. This is an issue on T-3 at the MPO. Rocco stated he would address and follow up with Amy.
Safety issue with T-3 filling apc’s for 044/150 past the red safety mark. This has been addressed and mgmt still continues to allow this. These issues have been addressed with the T-3 204B and yet nothing has been done. Rocco said he will address with the appropriate supervisors to resolve this issue.
The union would like to start counting the mail with mgmt to determine overtime needs. This has been granted to the mail handler craft so the clerk craft should be entitled to the same opportunity. Rocco will address as he wants to know if this is really happening. He said that mail handlers and clerks will not be allowed to determine the needs for overtime staffing.
The working conditions at the Northwest station are getting worse. No room to put needed equipment and incoming mail. Empty equipment is being shoved into carrier cases which is causing numerous safety issues for employees. Pete stated that there is going to be some changes is supervisors at this station and hopefully this will alleviate the problems. Pete stated that this station is back logged.
Issues at the P-1 with fsm 1000 clerks continually being forced to work the 100. If the 100 is in need of clerks than the union is requesting some duty assignments are posted. Management stated they are not going to post any duty assignments as of now. There are 4 clerks not working due to light/limited duty that is why employees are being moved to fill in for break and lunch relief’s.
The union would like to know when management is going to hire some clerks as most operations are very short staffed and overtime is at an all time high. Rocco stated a request has been submitted to the compliment committee to hire 18 clerks and 50 mail handlers for the plant. Pete said he wasn’t sure if customer service requested any yet.
The union is requesting that management abide by the National Agreement and allow the PTF’s to pref on residual vacancies. Management is holding more jobs than what this office is under withholding for. Rocco stated he will follow up with Phil Luce and follow up with Jennifer. Dennis stated he will also investigate and send Jennifer an email on his findings.
The union would like an update on the installation of the AI. Ronda stated that the installation of the AI will be done by the end of April 2007. She will notify the union as soon as she finds out what impact there will be on the clerks.
Added Agenda
1. Jennifer addressed issues with Nichon Perrier taking employees badges and moving them to different operations. Rocco said she is moving them to the correct operation they are working on. Some employees do not move when they move to another operation.
2 The union would like to know if mgmt is planning on keeping both FSM 1000’s. Rocco stated they probably would not however it depends on the mail volume.
3. Jennifer requested that mgmt allow Amy to begin tour at the P-1 on Thurs. nights so she can resolve some issues that are going on out there. Rocco agreed.
There recently are some issues with mgmt restricting review clerks to perform their duties. Apparently there is some agreement that has been made between the mail handlers and mgmt. This union has requested a copy of the agreement and none has been provided. Rocco said he knew of some issues on T-3 but not on T-1. The union provided him a copy of the Review Clerks duties in accordance with the EL 201. He said he would review and follow up with Jennifer.
Numerous complaints about Nichon Perrier performing clerk work at the P-1. Paula stated she will address Nichon.
