APWU: Jennifer Amos, President, Amy Marcus, Vice-President, Dan Quillin, clerk Craft Director, Steve Lang, Maintenance Craft Director, and Scott Larabel, MVS Craft Director.
Old Business
1. The union would like any updates that management has in regards to the closing of the AMF and the impact on the MVS craft. Rocco stated they don’t know the exact date when
AMF will close. District wanted everything to be complete
By April 1 but that obviously isn’t going to happen. Missi
stated that nothing has changed since her last meeting with
Scott, no contracts have been made with any contractors. She
too stated that everything is up in the air until they receive
decisions on the AMF and the P-2 lease. Missi stated that the
drivers will be moving to the P-2 but doesn’t have a date on
that either. All of transportation will be moving except her
position. Missi stated that she does plan on getting the drivers
involved.
2. The union would like an update on the mail/aviation security
position at the annex as requested at the last Labor Mgmt
meeting. Rocco stated that he will not post a duty assignment
as mail/aviation security as the primary duty assignment. Jenn
requested that he post a duty assignment with that listed and
not as the primary. Rocco stated that he will revisit this with
district and Jennifer said that she will discuss this issue with
the APWU at the National level.
3. The union would like a update on the course of action or plan that the U.S.P.S has when the bird flu is detected in the
U.S.A. Rocco stated that the Postal Service has nothing in place.
he stated he also inquired to Dale Hinkley and asked Dale to
further check into this. Both parties agreed that this is an
important issue and hope that the Postal Sevice doesn’t wait
until last minute. Jenn stated that she will contact the APWU National and see if they have inquired.
New Business
1. Why the lack of supplies for the machines? This is a problem
for the maintenance craft to properly perform their duties. Bill Nelson was not available. Steve Lang will follow up with Bill.
2. The phone lines in the union office at the Northeast Station
union office have been out of order, mgmt is refusing to repair them. The steward at Northeast has been told that
mgmt will not be fixing them, if the union(s) want them, they will have to pay for them. Is this a position that mgmt is now taking? Nancy stated via email that the phone service
will not be installed at NE. Union stewards may request time
from their mgr to privately use a phone in the office when
necessary and the mgr will accommodate. Jenn will further
address the issue!
3. The MVS drivers have filed numerous safety hazard reports
about apc’s coming off the tray sorter being too full. Mgmt.
has failed to address the violations. The union would like this
taken care immediately. This is also an issue at the AO’s.
Mike Crisman stated that he is unaware of any recent issues, he
stated if the drivers have problems they need to notify a super-
visor immediately. Missi also stated that she hasn’t seen any
safety hazard reports lately and encouraged the drivers to fill
them out if this happens. Amy suggested to Rocco that a
service talk be given to all employees and mgmt address the
contract drivers.
4. The NW supervisor is using employees breakroom for carrier
Training and is refusing employees access. Nancy stated she
will talk to the carriers about this issue and will follow up.
Nancy followed up via email and stated that NW is very cramped
and the only option is the breakroom. When this occurs mgmt
will notify employees and allow them to retrieve items that
are stored in the breakroom. Jenn will further address in
person with Nancy.
5. Security issues at Seymour Square. The union would like the
the inspection service to investigate to see what kinds of risks are involved with operating in that area and fewer employees at the station. The union would request that the Postal Service possibly install a security camera. Nancy stated that the inspection service has recently conducted a security review at Seymour and a copy will be sent to Jennifer.
6. Seymour Square clerks have been told they will not have
coverage for annual leave. This is a big problem and the union would like this resolved. Nancy stated that there are
some retail coverage issues that may affect stations throughout the city due to continual loss of trained PTF’s. Management recently posted some additional pool positions and made employees on OIC assignments return to ease the shortages. Jenn will further address with Nancy since she responded via email.
7. Who has assumed the duties of Sandy Henkel since she
Vacated her position? The union has been told that no request for parking/lockers have been filled. Dan clarified numerous jobs that Sandy performed and also stated that he has knowledge of EAS performing some of these duties. Dan stated that Ray Novakoski was just awarded the bid and therefore he should be performing all the duties that Sandy did.
There was lengthy discussion. Dan stated he will monitor and file the appropriate grievances if need be.
8. What is the status of the “no lunch” policy that was
Implemented when Jerry Kubick was in charge? Some tours are being told the policy stand why others take a no lunch regularly. Rocco stated there is no “no lunch” policy. Each request will be treated on a case by case basis.
9. Issues with MDO’s denying requests for pre-approved sick
Leave. Employees are providing documentation with their requests and mgmt is still denying them. Rocco stated that it is mgmt’s option to approve or disapprove. Amy disagreed and stated the ELM states otherwise. Rocco stated employees should give enough notice if they know.
10. The union would like to discuss the Postal Service possibly
providing a small fitness center for employees. Steve Lang
discussed with all. Rocco and Steve will look into it closer and report back.
11. Accidents and discipline do not go hand in hand. Mgmt.
Lately is disciplining numerous employee’s that have incurred on the job injuries. The union has been told by mgmt that they have been instructed to do so. The union request that this unilateral action cease. Rocco agreed and stated it should not be an automatic. He would like to see the discipline.
Added agenda
1. The union would like Mgmt/Steward cooperation. If the
Union submits an information request and the supervisor can provide the information, the union would like them to do so and not have to wait. Rocco stated that the supervisor can provide info and should sign the information request. Rocco and Fred will address with MDO’s and supervisors.
2. Rocco stated that all light/limited duty employees will soon
be working 7-3:30. Lengthy discussion and neither party came to an agreement. The union will pursue grievances if need be.
3. Discussion on the cc mail that went out to supervisors from
Fred Quillin in regards to clerks having to page a mailhandler to the elevator and not being able to perform work that is integral to the clerks operation. Lengthy discussion. Rocco stated he would check with Dennis Cremeans on the amount of grievances that the mail handlers were filing and report back. The union still made the point that the clerks are performing work that is integral to their operation, it is further much more effective and efficient to do so.
