The minutes from the May General Membership Meeting were accepted with the following correction: motion on jackets should have read "during the period of time when the Local did NOT buy jackets for the new members".

Officer’s Reports:
Treasurer’s Report: Henkel - Report accepted as read.
Clerk Craft Report: Scutt - Been involved in 3 or 4 FSM meetings, if done, excessing will be done in accordance with contractual provisions. DCO jobs will be posted. Encourages everyone to take the DCO test, because you must pass the test before you can train for one of those jobs. Some FMLA issues have been resolved. 71 people will be compensated for money taken from them without letters of demand.
Executive V-P Report: Amos - Steward’s training will be held June 27th from 8:30 until noon. Vote in upcoming local and national elections.
AO Report: Glombowski - There are no light duty or limited duty jobs in AOs.
President’s Report: Novakoski - Grievance settlement check for $87,562.72 was received from the National. Article 7, section 5. Casual limit of 15 % was exceeded. Local grievances on casual use are not affected by this settlement. Three arbitration cases will be heard this month. Clerks at the main office now have web bidding. East Paris annex jobs are up for bid. Annex should be opening the end of August. There is a hiring freeze nationally. DCO test has written and typing sections. the test will be given every 6 months. Ergonomics training will be given in some areas. MSPB forms are available in the Union office.

Correspondence: Letter from ABA secretary congratulating Dick Page on his appointment as ABA representative for the WMAL.
Unfinished Business: Proposed Constitution change on Article 7 adding 2 positions to the Executive Board : assistant to the Clerk Craft Director and a Director of Education and Research. Discussion. Defeated. Related Constitutional Changes not discussed.
Proposed Constitutional change on Article 9, eliminating section 11. Discussion. Call for the question by Brian Proctor, Scutt. Carried. Proposed Constitutional Change defeated. Yes - 15. No - 11.
New Business:
Board Recommendations:
Motion to give away excess office equipment to members in a no-cost raffle. Carried.
Motion to send 6 people to the Clerk Craft Conference in November: President, V-Pres, Clerk Craft Director, and one steward from each tour, to include lost time, air fare, ground transportation, hotel, per diem, registration, and applicable taxes. Disc. Carried.
Motion to reimburse Lawrence Bayer III $4.32 for dues overage. Discussion. Carried.
Proposed Constitution change on Article 13 submitted and will be voted on at the September meeting.
Labor Management: Meeting will next Wednesday.
