Meeting was called to order at 7:00 PM at 918 Benjamin NE, Grand Rapids. Meeting was opened with the Pledge of Allegiance and invocation.

The Executive board accepted January minutes. Meeting for February cancelled due to inclement weather.

OFFICER’s REPORT:

Treasurer, Chandler Approved as read for February MSC (Minutes taken by Linda Chandler)

MVS Craft Director: Larabel: Mike Foster and Merlie Bell gave classes at the District Meeting on Article 39. It was explained how to negotiate local memo’s- Q & A signed off. Getting final answers on contracting out, due to the efforts from Phil Maddox and Mike Hill. Appreciates all of their work. Some contracts thru HCR have been rescinded to Motor Vehicle Craft. Step 2 sign off’s and DAS Awards given back. Had meeting with Ron Twentyman and Missy. Been successful with getting engine work back.

Clerk Craft: Scutt: Jobs are being taken by the mailhandlers. Prepared to go to Federal court. Process R-I 399 remains in effect. Jobs should be for clerks. When jobs are vacated they will be posted with consecutive days off. Job summit has been successful with week-end jobs being posted. Arbitration case that took (5) years awaiting decision. Powder got on mail @ main office was non-toxic-everyone was safe. Union office has moved to Debra Ann’s old office. Filed Class Action grievance for Feb. 3,4 for weather conditions, awaiting outcome.

President: Amos: Would like membership to know that meeting dates are never changed for personal reasons. We want a quorum each month! Changes are only made when necessary! Thanks for sending her to the District Meeting in Kalamazoo, learned a lot about the MVS Craft. Has a much better grasp on whats going on. Spent the entire evening with Mike Hill and Phil Maddox. March 27th will attend (8) hour class to receive instruction on interpretation of the new contract. Will bring up questions on number of casuals and who will monitor it. Retro check will be distributed May 18th. Their will be (7) clerks excessed here from Holland. Holland is being monitored daily. March 17th PTF’s will make regular. Mailhandler’s doing work that expeditor’s should be doing. Lack of cooperation from management. Please don’t forget Golf Tournament.

Retiree: Hendricks: Spoke on National Health care. New Congress. Time to contact legislators and talk to them on issues. March 25th all you can eat pancake outing @ UAW Hall on Leonard. April 19th (Labor Monument)

New Business:

To donate $1000.00 to buy (10) bricks @ $100.00 a piece for the Labor Heritage Society. Each brick representing (WMAL) Discussion Carried

To send Jennifer Amos to Human Relations Advanced Training Seminar in Washington, DC. (May 24-27) to include: hotel, airfare, lost time, per-diem, late fee registration and applicable taxes. Discussion Carried

To send (13) stewards to Educational Conference (June 7-9) in Sault Ste Marie, Michigan, (6) being executive board members and remaining (7) to be drawn from a hat- to include lodging, mileage, lost time, registration fees and applicable taxes. Amended by Beemblossom: To send all stewards that would like to go. To include lodging, mileage, lost time, registration fees and applicable taxes. Discussion Carried

To send Jim Smith to Basic Arbitration Advocate School (April 15-22) in Irving, Texas. To include lodging, airfare, lost time, registration, per-diem and applicable taxes. Motion: Scutt Second: Beemblossom Discussion Carried

To send Barb Tubbs to PPA Conference (Aug. 1-4) in Reno NV. To include airfare, lodging, lost time, registration fee, per-diem and applicable taxes. Motion: Tubbs Second:Beemblossom Discussion Carried

All members of the WMAL be noticed and counted as having one of the three meetings necessary to qualify for nomination to attend the National Convention in 2008. This is due to the board cancellation of the February 2007 Meeting because of inclement weather. Motion: Beemblossom Second: Austin Discussion Carried

To send James Myska to Advanced Arbitration Training in California. Motion: Smith Second: Beemblossom Tabled

To extend meeting until all business is complete. Motion: Scutt Second: Austin Carried

Constitutional Changes Submitted: Article 11 and Article 21
